They do it all the time, alibaba for instance has tons of fake coins and bars of all sizes.
They even do fake dimes, see >>19432054

I'm guessing that a large percentage of fakes are originating in China.The tactics they've employed as far as manufacturing knockoffs and copies and fakes in all other industries def apply to coins and bars. Even if the profit margin per unit is only a few dollars or even pennies, in bulk it adds up. Start with super cheap production and presto, viable (although crappy for everyone else) business model.
