your roth IRA is tax sheltered, so its slightly better to but your tax inefficient stuff like bonds into your roth IRA and more tax efficient stuff (like non-dividend paying stocks) into your brokerage. however, dont worry about it when you're starting out, your plan seems good to me. VTSAX is middle of the road so put it wherever.
