Your government opened the market, no one needs citizenship to buy these. You think of it as "this is our home, who would buy a bad part of our home for so much money?". That is not the case. The people buying these don't view them as their home, they view them as a way to store money off shore without it being able to be seized. Politicians and businessmen using shady practices to get rich in every country in the world, but especially India and China, dump their money on western real estate because it's harder to seize than international bank accounts.

They don't care if it's a bad home. They'll sell it 5 years later when it's worth double. No one had to live there at all for them to make money, and your government doesn't care that this prices you out of your own towns.
