Don't buy eth. There are at least 2 years before scaling and 4 before full PoS. Developers are beyond incompetent.
2020/2021 - PoS for separate sharding chains with unclear design + PoW on the current main chain
2022 - full PoS with sharding

These delays are absurd. I don't see any realistic ethereum replacement (no, not eos). It's likely that public blockchains have failed, and all adoption will happen on permissioned blockchains run by corporations and government. That means hyperledger fabric and corda, not your favorite shitcoin.
