You haven't taken into account that many countries have tried this before. An example is South Africa where 10's of millions were spent trying to teach the blacks to farm but they just couldn't grasp it and 10's of millions of the farm equipment sat in fields and rusted away. Not very different from Zimbabwe, where they are begging for white farmers to come back.
