Yes, and also it's important to remember that the war by necessity brought on a higher level of government control than otherwise would've existed. For example, the control of the media was tightened (anything negative/pessimistic regarding the war or anything which could lower the morale of the people or the soldiers were forbidden to be published). If war had not come, or had ended in say 1941, then people would have a different view/idea/picture of how "controlling" the German government was.
