Insider trading is fucking called TRADING.. what do you think "buy the rumor, sell the news" is? Buying based on inside information, ie rumors! Before the greater public is aware, then dumping on them. It's outlandish that they try to regulate and make this kind of thing illegal. You just have to deal with it as a trader or investor and you just gotta learn to trust the right people and advocate for a market where people are honest to their investors. Speculation is like poker anyways.
