As a german, It really would have been best to divide it back into several smaller states. In that case, if you have a Merkel as a leader somewhere, she wouldn't have the power to fuck up all of Europe but would be contained in an Austria sized nation.
And if one state decides to raise taxes to 50%+, then we would have other smaller states to flee to, if they offer more freedom.
About 6-7 smaller states and a handfull of free cities would be perfect harmony. You can even have a ceremonial Kaiser who shakes people's hands and puts on a show for the foreigners, but has no pwer.
