I'm not claiming it's free money or even some kind of arbitrage opportunity or anything. I'm just saying that other than the dead weight there is no disadvantage to buying 625 silver given the price is as close to spot as it is. Refining at home might be a bit much but some here do it. It's not that hard, just involves some nasty chemicals, mostly requires nitric acid and gives off toxic fumes. It's not worth it either way because the original coins sell for more than the refined silver content but if you hate copper it's not too difficult if you can read.
tl;dr it's cheap to buy and if you were to sell spread is not worse or maybe even better than bullion
