As someone that's held for two years I can semi-confirm this. Given the fact it's been testing its six month high I'm surprised we haven't dumped back down to $.15 yet as is custom. I like BAT though and I love the ecosystem it's built over the past couple years, I'm looking forward to self-serve ads; at the moment I don't think they have quite enough advertisers to implement their model effectively (i.e. a lot of people are saying they're not getting ads often enough and I'm not seeing all that many myself lately, either). Self-serve ads will alleviate that problem somewhat.
