What are you gonna do outside? The funnest things don't really cost money: Kicking a ball around at the park, making funny youtube videos, chatting up girls at the mall, building sandcastle in teams and then destroying the other teams sandcastle in pitched battles on the beach. They only cost time, and effort to organise.
Sure you can waste money overpaying for ice creams and meals that aren't as good as you could make on the park BBQ, but that is just being lazy and expecting someone else to manage your life for you.
Could even make a profit mixing "Deluxe" mnm ice creams cups and selling them at the park, and youtube the whole experience for even more money and fame (and therefore teen pussy) Getting caught by the cops will be fun too, and really boost views (and hence youtube income)
