first of all you may think there's all these people there but most outside the big cities are still poor as fuck.
second, if you bring something of value into the country others will just copy you and undercut your price. and the government won't do shit to help you.

if there are enough people around to keep the internet running, sure.

if everybody aren't just killing each other (which would be a realistic scenario than how it is in movies) it would be in everybody's interest to keep global communication running.

if's you mean "post apocalyptic" like in games or movies where everybody is fine with living in trash for some reason (brooms doesnt stop to exist you know), then there would be no internet. but that's fiction.
