The treasury is taking on unsustainable losses to move its debt from long term bonds with lower interest rates into short term bonds with even higher interest rates. The decision has been made to avoid a really bad financial crisis right now at the cost of an even more severe sovereign debt crisis after Biden loses the election. This is like the government choosing to shoot themselves in the face a year from now instead of breaking their arm today. The hope of this traitorous administration is that by delaying the collapse, they can at least try to pin it on the other guy.
