Basically every time they've tried to operate the mine, they took on too much debt and didn't know where to mine. So the creditors brought an actual mining executive on board to salvage the mine and converted their debt into equity. Equity stake are 80% former creditors, 10% management, and 10% publicly traded. Even though there's real value and potential, people are scared of the stock because it went bankrupt twice.
