Rules of the galactic federation are that you have to get to 1.5 billion members of an ape descended species before they contact select leaders, then you have to get to 10 billion before they make public contact and give you FTL travel.

The problem is that this is a deliberate n00b trap on their part to get shitty species to die off because they always just feed their dumbest sub populations and let them breed to infinity in the hopes that it'll get them into the club. It always ends up collapsing and keeping that species from getting off-world because they used their peak industrial era to propagate the spic-nig cycle on their world to get FTL gibs, rather than develop FTL themselves.
