Spectrum of Liquidity
Most markets in crypto have unlocked liquidity. This attracts a lot of capital, but lacks the ideal of "market certainty" (since anybody can remove liquidity at any time). Core's "locked liquidity" creates a lot of market certainty, but is not so great at attracting new capital. This is where the idea of "Open Vested Liquidity" comes from, creating a middle ground between attracting new capital while still ensuring some certainty.

OVL will have a block time vesting schedule, where liquidity will be locked for preset amounts of time. So people will have the ability to remove their locked liquidity over time, but there will also be some amount of market certainty. This will attract more "movable" liquidity, without disturbing the anchor of Core's TVPL. OVL will be like the cream on top of the cake of Core's locked liquidity.
