You're correct that some companies have massive cash reserves. That's part of the reason why people love companies like AAPL right now. The majority of the market including financials are still swamped with debt, junky swaps and securities, and other things that will be bailed out forcefully by Fed purchases. Reserve requirements were put to 0 so banks could have an extra 10% to try to tread water when the loans start getting defaulted on.
