it allows the user who is creating the packet to specify a specific address and only that address can relay the packet. You can also specify a contract that implements a method called 'getRelayAuthority() returns address' so it can be dynamic.... but for now im not worrying about that
right now, you just forward your packet to only a single relay and if it becomes a problem, relays will only accept packets that explicitly use the relays address as the authority OR which use some sort of whitelisted authority contract
