HELP ME /smg/

The Shell in my country Philippines announced to give out the first dividend next week since pandemic at 4.5% semiannual, so the lowest in the next handout after 6 months is probably another 4.5% which is 9% and we are just starting to reopen as school goes face to face and wagies go back to their cagies after an election.

So is Shell a good buy in my situation.
