The architectural plan for this city is vastly different though, it's going to be vertical, with all buildings completely enclosed in an outer shell and fully air conditioned inside. It might not be that bad so long as you don't need to go outside the shell too often.

I'd be okay with this, so long as they're relegated to the lower levels out of sight or in different adjacent hubs or Lines. The cognitive elite will occupy the upper levels. I think they're planning on building a university within the initial Line and want to attract top talent from around the world.
