The soviets were the ones who built fake smoke stacks and they were way more aggressive with the 'inhuman cruel germans' memes. It was pushed by both sides, but the soviets originally made way more outrageous claims then the 'west' did.
Both sides obviously pushed it, the soviets could push it way more explicitly, while in the 'west' it was slowly infused with movies, and especially dramatized 'documentaries' early on.
Later on dramatized admitted fiction, like shindler's list shot in black&white to impress onto people that 'this really happened'.
