Silver and gold prices have been suppressed for many decades via COMEX manipulation. Basically it's corrupt and big players short more silver than actually exists. No one takes delivery cause storing lots of silver isn't practical.

JP Morgan stopped shorting silver for the first time in 9 years. They're also sitting on one of the biggest silver stockpiles. Silver will likely drastically increase in price in the coming years. The higher premium is the decoupling of manipulated paper spot prices and silver's true value.
