You would have to add enough disclaimers that ultimately the rule would have vastly, vastly more exceptions than situations where it applies. Work, sure, but don't be in the third world, don't be in east or southeast europe, don't have children or family members you need to support, don't work for minimum wage etc etc.
Now mind you I'm not opposed to low quality and unlucky individuals being filtered out by whatever sort of system and I do recognize that social mobility in the modern world (in first world countries outside of the crab bucket underclass) is at an all time high but to pretend there's an everyone wins situation would just be wrong
