How can i get a Canadian Visa/Citizenship?

I am a businessman, i have a small business in my country, but i would like to move to Canada, not to be a wageslave, but to create a small business as soon as i set foot on there. The problem is: My whole networth is less than 10K USD, so i can not apply for some kind of employer visa like people do in the USA (that requires at least 500k to open a business and get a employer green card)

I have great plans for the future, but i need first to make big bucks for that (what can't be done in this country)

Let's say i am not american, let's say i am brazilian.
Do Poloniex send my data to my government if i send them my docs as they require to withdraws over 2k?

2k Is like 8 Months working in Brazil, so you have to pay 20-30% taxes over that money (making it impossible to save money enough to get the hell out of that hell)
