Because any legit gold bar comes in sealed packaging, and if you open the packaging, even if it's real gold bar, it pretty much destroys the value because no buyers will have confidence that it's legit. So no private buyer is going to open the packaging to take the bar out and test it. The only place that would do that is like a large company who melts gold down.
