What I wrote is the reason cosmos only started with 100 validators with "maybe" 300 some day.
Cosmos has no sharding so every node executes every transactions, but that's not the problem. 2/3 of active validators must vote on every block to finalize it.

Sharding is a completely separate issue from consensus. Consensus mechanism is how validators agree to common state, but that "state" can be just a hash. How transactions are executed is on a different abstraction level.
