This just occurred to me: what happens to all those PFOF bucketshop brokers when Citadel Securities goes under? Would they rush new fee structures and patch their trading software to route directly to the NYSE, CBOE, IEX, etc. to reallow trading, or just tell all their customers to pound sand apart from DRS/ACAT transfers? Even ACAT might not help if all the other available brokers were routing through Citadel. If DRS is literally the only way to get shares out of Fidelity or TDA or whatever then the MOASS is going to take weeks or months to unravel, which raises a very real possibility of retail mass DRSing OTHER companies' shares to exfiltrate them from a downed broker.
