Vote power is locked at every epoch so this is not the case, you're stuck who you're voting for until the next reward epoch. They basically put a cap on how much reward you could get off a single provider to discourage everyone from just simply going for the top 2. The best way to play this is by observing which two providers have been consistently been in top 5 for every epoch. You should see some better rewards that way. See pic rel
