Why don't any fiat replacement cryptos try to incorporate a form of taxation? For example, every transaction redirects a small % of the transaction value into a DAO where holders can vote on the use of that money?

Would there be a market for a darknet marketplace that uses smart contracts to sell legacy crypto wallets for a premium? Say for example you had a $1 million ETH wallet because you were an early adopter, someone could pay you $1.5 million in Monero for it, so that they could use the legacy wallet as "proof of early adopter" and cash out more easily? Is this not a good native use for smart contracts?
