Let's say I can predict a small intra-day movement in price with 75% accuracy. I have a small account, $15000 or so.

How do I monetize this most effectively? My margin is capped at a rather shitty ~2:1 for just buying and selling stock, but with options, I can do all kinds of fun things it looks like.

Do I spend money on risk limitation and then sell options for credit? Do I buy OTM and sell ITM?

I don't really know anything about options, just price action. How do I most effectively capitalize on something like a 1% move in a stocks price. The setup happens like once a week, I need leverage so I can quit my hellish job.

Double diagonals and broken wing butterflies are my primary trading strategies, but learning this chart is a good first step for you before you try to get all complicated with things like DCA and divvies
