They filed for a shelf offering already. Which is like a dilution only pre-filed so they can 'take it off the shelf' and sell only when they deem appropriate if they ever use it at all. Its up to 50 million dollars.

My guess is they intend to use it if they pop back up to anywhere near where they ought to be. Its a heavily manipulated stock so be ready to take profits sometimes or it might drop 20%+ for no reason at all.
