At a first glimpse i agree with the logic behind it, but even if he (hopefully) doesn't last long on the throne, the quantity of coins sharted out with his face on it worldwide each year still is pretty large.
It's rather rare to see generic coins rise up in value, nowaday it's more about limited series.
Maybe that'd be more interesting to see what kind of special series were made during his reign?

Plus lets not forget the media are furiously clickbaiting. I'm not familiar with the issue, but maybe they are making a huge drama out of a tiny tumor. And he have unlimited means to survive a bit longer. If he survive another decade your strat will be a flop, but if you targeted a limited serie it could still rise up in value.
Not advising you to do so, because i hate anything marketed as collectible, and i believe most fail eventually once the fad is over, but it might be more financially wise short-to-mid term if you wanna flip.
