You'll see that a percentile ranking of 1 is the highest rating, an A rating for "strongly outperform" and "Buy" . Whereas in the Mcdonalds report:

If what you're suggesting was the way Schwab used percentiles, then the A "Buy" rating used previously would mean that the strongest "Buy" companies were the ones ranked in the bottom 1%. Doesn't make sense.
