it works either way. Let's say you have $2 million and you expect to withdraw 4% every year (and assume it will grow as much every year). You withdraw $80k per year and spend that on rent and food and whatever.

Alternatively, you take $500k and buy a house in a MCOL city. Now you have $1.5 million invested and you only make an income of $60k per year, but you don't have to pay rent.
